The economic crisis has hit young Europeans particularly hard. In the vast majority of countries, the rise in youth unemployment to unprecedented levels between 2006 and 2012 was accompanied by a deterioration in job quality. Thus unemployment and capability unfriendly jobs evolved in conjunction with each other, such that no country experienced a decline in unemployment at the cost of a deterioration in job quality from a capability perspective.

Pour tenter d’enrayer la montée du chômage, les instances européennes, relayées par les gouvernements nationaux,encouragent une approche intégrée des politiques de l’emploi. Celle-ci implique une coopération des acteurs au niveau territorial, ainsi qu’une individualisation des réponses apportées aux demandeurs d’emploi. Sur le terrain, ces objectifs se heurtent à l’absence de coordination des multiples intervenants, ainsi qu’à la difficulté, pour les conseillers, de concilier approche globale et injonction de retour de à l’emploi.
From a survey of their evaluation practices, it appears that firms are paying increasing attention to the effects of the training courses they offer. Although the share of firms providing trainingfor their employees changed little between 2005 and 2010, they say they are more aware of the connections between their training provision and their economic performance. In this respect, small firms are not lagging behind.
